The Homeless People’s Federation Philippines, Inc. (HPFPI) is driven by a powerful vision: to achieve security of tenure, decent living conditions, emancipation from poverty, and the protection of dignity and rights for its members. To turn this vision into reality, HPFPI employs community-driven approaches that place its members at the center of all initiatives.
Through its core roles of organizing and mobilizing communities, building strategic networks, and strengthening local capacities, HPFPI empowers high-risk, low-income communities. This work directly enables them to pursue secure land tenure, improved housing and basic services, sustainable livelihoods, disaster resilience, and overall inclusion in urban development.
The Technical Assistance Movement for People and Environment, Inc.
The Technical Assistance Movement for People and Environment, Inc. (TAMPEI) serves as the essential technical arm of the Philippine Alliance. Composed of dedicated technical professionals, its core mission is to provide specialized assistance to the Homeless People’s Federation Philippines, Inc. (HPFPI).
TAMPEI empowers community-led initiatives by offering expert support in low-cost, incremental housing design and community upgrading projects. Their work is critical in practical areas such as community mapping and profiling, the exploration of alternative building technologies, and facilitating valuable engagements with the academe to foster innovation.
LinkBuild, Inc.
LinkBuild, Inc. operates as the housing development enterprise and the primary housing delivery arm of the Philippine Alliance. It was specifically formed to enable the Alliance to deliver land, infrastructure, and housing development at a significant scale.
The core mission of LinkBuild is to create sustainable, affordable, and innovative housing solutions for disadvantaged and underprivileged sectors. Its work is dedicated to serving low-income, homeless families, and others belonging to the bottom of the income pyramid.

Slum/Shack Dwellers International
Slum/Shack Dwellers International (SDI) is a global network of community-based organizations of the urban poor, active in 32 countries across Africa, Asia, and Latin America. It is composed of national federations that unite at the community, city, and national levels, all sharing common, grassroots methodologies to drive change from below.
Governed by a council and board of grassroots leaders, SDI’s core mission is to amplify the voice of the urban poor on the international stage to advance local struggles. While it engages with global agencies, its primary focus remains at the local level, facilitating horizontal exchanges between federations and seeding precedent-setting projects to help communities build more inclusive cities and secure their rightful place in urban development.
MISEREOR
MISEREOR is the German Catholic Bishops’ Organisation for Development Cooperation, founded on the biblical principle of compassion for the crowd. Its mission is to stand alongside the poorest and most disadvantaged members of society, supporting them in their quest for a life of dignity, regardless of their religion or background. The organization is dedicated solely to development and does not pursue pastoral or missionary ends.
The agency operates on the core belief that the poor possess the strength to improve their own lives. Instead of imposing solutions, MISEREOR relies on long-term partnerships with local organizations, providing them with funds, expertise, and solidarity. This approach strengthens local self-initiative and fosters a collaborative process of learning and transparent, accountable development.
The Asian Coalition for Housing Rights
The Asian Coalition for Housing Rights (ACHR) is a long-standing coalition of professionals, NGOs, and community organizations across Asia, united by a shared commitment to fostering development that is rooted in local cultures, politics, and wisdom. For over two decades, they have pursued this through joint initiatives like housing rights campaigns, community exchanges, and slum upgrading projects, creating a powerful network of mutual support.
At the heart of ACHR’s philosophy is the conviction that the most vital resource for solving Asia’s poverty and housing problems is the poor themselves. The coalition believes that the people who directly experience these challenges are the most urgently motivated and least-tapped force for change, representing Asia’s own greatest potential for creating sustainable, home-grown solutions.
SELAVIP
SELAVIP is a private foundation dedicated to addressing the “extreme social emergency” of families living in the most precarious urban conditions—from danger zones to situations of overcrowding and constant threat of eviction. Its mission is to open realistic housing alternatives for the “poorest of the poor” who are systematically excluded from conventional public or private housing programs due to their extreme vulnerability.
The foundation provides grants for innovative, low-cost housing projects that can be implemented within one year. It prioritizes initiatives that either directly produce safe, basic shelter at minimal cost or strengthen community-driven processes, giving priority to those that help the very poor organize and fight for their right to land and housing from the very beginning.
